      I would bet about $13-14 on flop, turn then pretty much becomes a no-brainer shove.

      You can bet a little bigger on the flop
      Since you have more than potsize left and you can´t really be sure he is betting with worse hands+ board is drawy, then I´d also shove

      does it change something if I have pretty agresiv image and he thought long on the flop, towards c/r turn? because he could think I cbet here very often as I'm agresiv so maybe thats why he took his time on the flop to decide if he wants to call me light on the flop to maybe take the pot if I checked the turn.

      sure you can try then c/rai on the turn, but I´d rather take that line when I have more than potsize left on the turn
      Then c/f seems more reasonable. And also if he has there Jx, do you think he is going to fold your turn shove, if you can easily shove in his eye A high or random bluff.
      So although c/rai is fine in general I think you loose more value if you try to go c/rai on that board with that stack sizes.
      Btw you can c/rai on the flop since that looks also like draw or maybe even A high
