Hand converted with online PokerStrategy.com hand converter:

      Play hand

      $0.1/$0.25 No-Limit Hold'em (6 handed)

      Known players:
      BB:
      $14.38
      MP2:
      $20.47
      MP3:
      $26.11
      CO:
      $8.86
      BU:
      $11.34
      SB(Hero):
      $28.33

Preflop: Hero is SB with Q, A.
      MP2 calls $0.25, MP3 folds, CO calls $0.25, BU calls $0.25, Hero raises to $2.00, BB folds, MP2 calls $1.75, 2 folds.

      Flop: ($4.75) 3, 7, Q (2 players)
      Hero bets $2.26, MP2 calls $2.26.

      Turn: ($9.27) K (2 players)
      Hero bets $6.60, MP2 calls $6.60.

      River: ($22.47) J (2 players)
Hero checks, MP2 raises to $9.61, Hero folds, MP2 gets uncalled bet back.

      Final Pot: $22.47.

I'm guessing the two raises on flop and turn are ok....

From 60 odd hands he played 40% of hands rarely pre-flop raising...

Also it seemed he liked to call after flop..

Should I call here? or actually thinking about it maybe this was time for a block bet...

I would c/c turn and then decide on the river, if player is very loose then you can bet/fold turn for value and then c/c river
There aren´t many hands that beat you 33/77/KQ, but if he is loose then he can easily try to bluff you out with smt like A7 or some Qx hand
