Is this ever a bluff or a weaker hand?

How about my line? Should I check behind ugly turn?
Should I raise to $14 or more on the flop?

What should I do if villain 3bets flop?

it isn´t bluff, but he can c/rai also with two pair
I would check back turn, since flushdraw is very likely once he leads out and calls raise
raise size on the flop is fine.
if he 3-bets I´m shoving with two pair, since he can also have there KT/AT that you beat or some Qx flushdraws which he has very good equity even against your hand
