Preflop: you can 3bet more ~ 1.5-1.75$ because you will be OOP and one of the limpers can call 3bet.Pot size raise should be 1.7
Flop: still IInd pair vs 2 opps who limp/call 3bet and OOP.
I tend to cbet my whole range OOP but in this case I would not expect much FE,so you turn JJ in to a bluff.You can be outdrawn ,but still I consider this situation wa/wb and go passively because JJ still have showdown value.
As played I'm not IInd barreling after unsuccessful first one ,but can be correct to shove for capitalization of dead money (need about 31% equity,maybe can count a bit bit FE?).But considering pot odds you rarely can expect fold here.I think it's very marginal decision and should be based on stats and reads more than actual hand (

look at latest Hasen vedeo on math and do EV calc by yourself ,but I doubt it will be strongly EV+).
