      Sure, closest decision is actually preflop since you can make an argument for all three options there. When he bets so small on both flop and turn it's hard to fine a fold when he could very well have nothing.

      Make sure you take note of what he shows at showdown tho, and of the fact that he seems to be betting the same amount on all streets with that hand, hinting he doesn't get the concept of pot odds at all.
