I can cb and hope for my outs to hit, if i do that and he pots both streets do i call him down with 3th nutflush ?

if i bet a bluff on his side is not unlikely can i bet/F or is it b/shove then ?

the question is, if you do hit your flush, would he, holding J or T would call your huge bets on later streets? at least i wouldnt call J or T... thats just my opinion

since player is passive then don´t expect he´d make too many moves on that board.
Since your equity is fine against most of his c/r range then I´d b/c flop and go from there
If you hit your Q, K or flush you can call turn and evalate river if you want to call him down or not
That depends how often would he make moves on that board. Mostly river is fold if he bets big
