      Sure, if you're wrong you're 2-outing, you need a good reason to think that this seemingly loose passive guy is suddenly bet/shoving worse than QQ on that board.

      That said I'm not really sure about how much value there is in raising that flop, more often than not on such a dry board he has very few outs against us if he's blockbetting/bluffing, and unless he's really bad I doubt he's calling the big raise with many hands that aren't Kx. I think calling and reevaluating on the turn in position is probably better.
