Just check/call the flop and take it from here. He looks aggressive enough postflop so far and nowadays even most fish got around to c-betting often, we can get money out of his whiffed overcards instead of forcing ourselves into a weird spot by donk/calling without knowing whether his range for raising is 99% overpairs 1% overcards, the opposite, or somewhere in between.

As played you're guessing all along so there isn't much we can say about that, it has a lot to do with your history with the fish and the timing in the hand itself. I'd probably just fold the turn and blame myself for getting into that spot in the first place. He could be bluffing but he could also be milking us, even if he's bluffing he might fire again the river and more than half the deck makes a 4-straight or 2 overcards to our 99.

      Hope it helps.
