Should I be making a cbet on this type of board? The board hits his range a lot playing suited cards, connectors. I am not sure whether I can cbet this board profitably because I can see it going bet on the flop, and he bets turn or river.

      $0.10/$0.25 No Limit Holdem
      6 Players

Villain is a loose passive player.
      22/21/1, F3B: 63%, FCB: 25%, RCB: 0%

      UTG ($25.46)
      UTG+1 ($17.84)
      CO ($21.53)
      BTN ($23.74)
      SB ($24.40)
      Hero ($28.79)

      Pre-Flop: ($0.35, 6 players) Hero is BB Q:heart: Q:spade:
1 fold, UTG+1 calls $0.25, CO calls $0.25, BTN raises to $1.25, 1 fold, Hero raises to $4, 1 fold, UTG+1 folds, BTN calls $2.75

      Flop: K:diamond: 10:spade: 9:spade: ($8.60, 2 players)
      Hero ($24.79)?

b/f is fine on that board
Since you also have gutshot and showdown value you can also check/call flop and go for there.
If you think he is bluffing then c7c flop and turn and then evaluate river
