      Frankly if the guy played 60% of his hands so far and usually by limp/calling preflop, I'd probably just 3-bet the flop and go broke if he has shown any sort of aggression postflop.

      As it is you can't really fold the turn with the redraw, plus it's still possible villain has something like 9x when he makes that scared ~1/3 bet on the flushing Q turn. River is closer, 8x gets there as well and 9x wouldn't be betting again by now, if he wanted to blockbet again I'm not sure why he'd increase the bet sizing. Honestly getting nearly 4:1 I'd probably end up calling as well just hoping he's retarded sometimes, I'd hate to fold and have him randomly show QJ or something. If all he did in the previous 10 hands was limp/calling preflop and check/folding postflop you can find a fold on the river.
