        is this raise ok? I thought Raise/Fold is the best line here.

      I don't think raise/fold is the best line here. This is a typical way ahead way behind situation so calling down would be the appropriate play here imo.

      He could be on the flush draw or drawing to the straight. I would also re-raise there and probably get stacked, because the board is dangerous and he could be on the draw.
