Villain is complete unknown. This line doesn't make much sense to me so I'm tempted to put him on air and shove turn. Alternatively I can call and shove river if he checks again.

Maybe I should just fold though, I don't really need to win in this spot but It would be nice to have an idea with what handrange he misses his cbet, Check/Calls flop and then Check/Raises turn.

Maybe you can call if you believe you got the implides. But I would fold in that spot.

As for his line, either it is a complete air and he is min 3b you because he is bad, or it is a monster like KK or TT who decided to make a min 3b cuz he is thinking you will pay that min raise with a pocket or a Kx because of a relatively dry board. Maybe it is something like KT and can`t decide between "protection" and value.
      Just my 2 cents =)

He can play that way QJ/T9, J8, 86. Quite a lot of hands got there on the turn
I doubt it is bluff too often, but since you have there gutshot and maybe A is also good card for you I think b/c and then either checking it down (you beat his bluffs) or fold to river bet ui is fine play
