      I would 3bet larger preflop -- maybe something around .55.

      River: I fold. Your range on the flop is very strong, and it's hard for UTG to make plays or call once with TT-QQ. So on average I feel that UTG is rarely bluffing or value betting worse hands on the river.

      This. Since the board is so dry UTG won't have worse hands when he bets there unless he's just insane and floating the flop with complete or merging all bad pairs into a non-sensical river donkbet.
