      I would just call him down
      You can raise turn for value, but if you get showed you´re at bad spot

      so you would just call his turn bet? its for pot control because any 9 making straight? on river im calling too?

      I think you need to raise the turn to find out where exactly you stand, as the turn completes a draw. You also extract value from Qx, Tx hands here.

      You can't really extract much more value from weaker hands on the river (even from this fish) and you lose much more against stronger hands when you value-bet the river.

      I would prefer just calling turn bet, but since his bet size was that small, you can also raise for value.
      Just when he shoves you´re at very bad shape and have to fold hand that has a lot of showdown value or if you´re behind you have outs to improve
      After calling turn you can also call river
