4 folds, SB calls $0.25, Hero checks,

      Flop: 5:heart: , 2:diamond: , 7:spade: ( $1, 2 players )
SB bets $1.00, Hero calls $1.00,

      River: 3:club: ( $3, 2 players )
      SB checks, Hero checks,

A simple hand against a fish.
      He plays 38/9/2,5
Preflop raise would have been good I think.
Main question is about the river: can I valuebet here ?

you can take initiative with that hand and raise pf, but if you don´t want to play bigger pot, check is also fine
flop is fine, I´d valuebet turn myself. It is not likely he is going to c/r and he can call with worse hands, like A high and you should also protect a little your hand. So 2$ bet seems fine there.
As played: valuebet river. You have best hand most of the times and unless you think seeing his limping hand sb gives you more value in the future it is better to go value yourself on the river to 1,5$ or 2$
