      don't looks too agro, but what really confused me is low win at SD and small fold to cb. I saw such guys thin value bet or just bluff small/medium hand, don't know if they really think what they are doing.

      I saw he rather passive so vb is probable here. But I had reraise and I met such situation pretty much and don't really know, if call is possible here.
      So can you give me some general recomendation how todeal with such a fish or unknown at such spots?

      Btw against him you can consider c/folding the flop if you're not sure what to do the 70% of the time you're called.
      Checking with the plan of folding does by no means mean you lose the pot all the time, if he checks it down you will have the best hand on the SD quite a bit and you still have 6 outs to hit.

      Cbet flop for thin value is ok.

      Bet/fold turn for value is definitely by far the best line since he can obv call a ton of worse hands.

      Bet/fold river for value is nice as well since he will still call a lot of hands, i'd make it $8 though.
      If you have a read he likes to bet busted draws on the river a c/c is also fine.

      Calling a raise at any point is most likely -EV without further reads, I wouldn't expect a loose/passive player like this to bluffraise at any point except for maybe the flop with a strong straightdraw, so you're usually facing 2pair+ once he raises the turn and trips+ on the river.
