      I would cbet. You can always check back on turn if you are afraid he's gonna c/r you or don't feel like betting again.
      As played, he could have a lot of Jx/Ax hands and QK in his range, so I may fold if he's not the one who bets usually, but if you think he may just mess around you with (gave you an impression of fish as you say), you may call one street.
      I wouldn't raise river, just call it down. You are ahead of hands like A9/A8/J9, but it seems too thin for me to bet.

      Cbet flop. And I'm never raising the river there. Just call.

      I also like c-bet flop, since you´re betting there close to 100% with air, so also it is fine to c-bet with one pair hand
      And players usually isn´t going to c/r there as bluff so you can b/f very often
      I´d call turn, since now he can be bluffing and also call river, since he can have there Q and sometimes better two pair hand and if you raise it is hard worse hands to call your river raise
