Hand converted with online hand converter:

      Play hand

      $0.02/$0.04 No-Limit Hold'em (5 handed)

      Known players:
      BU (Hero):

Preflop: Hero is BU with K, J.
2 folds, Hero raises to $0.12, SB calls $0.10, BB folds.

      Flop: ($0.28) 8, J, 4 (2 players)
SB checks, Hero bets $0.16, SB calls $0.16.

      Turn: ($0.6) 9 (2 players)
SB bets $0.42, Hero calls $0.42.

      River: ($1.44) 3 (2 players)
SB bets $1.02, Hero folds, SB gets uncalled bet back.

      Final Pot: $1.44.

      18/13/1.1 81hand

      Flop: many hands call here.

Turn: sick ?( - QT, sets, two pairs, combodraw T9. i call but i think here fold is beest option becouse if river is blank he never stops bet.

River: i dont thinks he bluffs here often so fold.

      Pre & flop is fine.
He seems passive enough, so I would respect his bets. You may call turn, but then you should have call river most likely if it's blank as in this situation. But I doubt I could just fold turn when he bets and if he fires again it looks like hand that beats our KJ. So overall - I would play just like you did. :)
      Just my humble opinion.

Since you have to face river bet most of the times, you can either call turn and call river or fold directly on the turn
If players are generally passive then I think folding turn might be better
