      Beside a set nothing can be me...maybe some weird 2 pairs but I doubt he call a raise iwth Q9, is it ok to shove?

      By raising he's rep hands like 33/77 or just air, so I definitely at least call. May shove, but as there are no draws I would let him just bluff turn if he likes that. I may just call turn, because there wouldn't be much choice for him on river.
      If you raised him on turn you have to call shove, no doubt about that, folding is wrong.
      Does he have a set? He may have (and if he's passive nit he will have and all I stated above is wrong and I would fold flop most likely), but he doesn't have even full stack and he minraised, so I tend to say he's just bad player and I'm happy to get it in.
      Just my humble opinion.

      I think you can play in his stack on the flop, He should c/r there a lot of times by worse Qx hands and if he has set, you´re going to loose anyway
      you may b/c flop and then shove turn to keep in his bluffs
      Like your raise on the turn and you have to call shove, since you´re pot committed there and he can still have worse hands
