      4 folds, CO calls $0.02, 1 fold, Hero bets $0.08, 1 fold, CO calls $0.06

      Hero bets $0.12, CO calls $0.12

      Turn: ($0.42) 4 (2 players)
      Hero bets $0.30, CO raises to $0.60, Hero calls $0.30

      River: ($1.62) 4 (2 players)
      Hero checks, CO bets $1.62, Hero ?

      No preflop raises tell me CO can't have a very high PP(limp/call). I remember him being a bad player too.

      Calling all the way is ok?

      I guess you have to call this. I would have completed with 99 and taken a cheaper showdown with 4's full here.

      99 seems strong enough for me to raise. Cbetting is fine ofc. That turn raise is kinda strange, he can't rep much here and I think you should be ahead a lot of times here, so calling down is reasonable.
      Dunno about river, but c/c seems ok as he will bet 8x/5x anyway and he I would let him bluff if he ever wants to do it.

      if you´re going to b/c turn I think river is easy call
      quad 4-s are unlikely, also he shouldn´t play this way TT+ and if he has 55/88 then you likely have to pay him off
      He can shove there a lot of times just pure bluffs and other times 8x for value
