      No point on raising the flop.He is likely only to continue with hands which are probably better than yours he is often folding most of his cbet range which is just random overcards and probably PP's and other stuff.That being said i expect him only to continue with a hand which is probably better than yours like a Tx.The hand is fine if you have some history with him that you are both agressive and stuff like this but if he and you have been passive i don't see the point in this move,also i see that you didn't bet the turn which is a prove that probably in your mind came along the conclusion he might have a better hand that called your flop raise else I don't see reason for checking the turn and giving him free cards as betting the turn and checking back or folding the river is best.

      if you think yore ahead his range then 3-bet pf
      I also think that calling flop is better and then you can call him down
      I think turn check is fine and d also call river bet
