      Hero (SB): $25.00
      BB: $26.80
      UTG: $26.86
      CO: $38.55
      BTN: $24.65

Pre Flop: ($0.35) Hero is SB with Q :club: Q
2 folds, BTN raises to $0.50, Hero raises to $1.50, 1 fold, BTN calls $1

      Flop: ($3.25) J  9  8 :club: (2 players)
Hero bets $2.50, BTN raises to $23.15 all in, Hero calls $20.65

      Turn: ($49.55) 9 :club: (2 players - 1 is all in)

      River: ($49.55) 5 :spade: (2 players - 1 is all in)

This guy literally just sat down, and after he min raises i kind of suspect he's a fish, and then when he just shoves, this looks even fisher and i think he could be doing it with 10J or somthing among that.

Right or wrong call? Should i just fold and wait for a better spot?

you´re never really getting there ahead too good but at the same time I think his range has enough JT or maybe just Tx hands that you can call his shove
Against two pair you´re also doing fine with overpair and gutshot
