      Hard to imagine he doesn't have AA or KK after a limp/cold 4bet... Still it depends on the player I guess. If you have reads that he spews a lot then I guess sticking the money in is fine.

      Shove or fold, calling is likely the worst option unless you think he's pure-bluffing with his 4bet, which I very much doubt. Usually whatever he has he's going with there, so either you think he's insane enough to limp/4bet worse hands and you should jam, or you don't and he has KK+ all the time, so it's a fold.
