      as played, i don't think we can call the river bet. this is a spot that i would play the same and give up on the river considering we have little info on the player. raising the flop is an option but i dont like it because you almost only fold out villians air and maybe TPTK, so if we do raise, we get into a sticky situation if we get 3betted, do we get it in? because if we do, it is unlikely that our over cards would be of much good here, and folding sucks too since we have decent equity. i percieve villian's range to consist of 99+, 22, Tx , and pure thrash. calling and re-evaluating on further streets would be my chosen play, since pure thrash and TPs would slow down on later streets and strong hands would fire away. unless this player is a aggrotard then....

      you have imo two options
      - either call him down thinking he is bluffing or fold flop
      If you think he is strong then I´d just fold flop. Since you hit your hand on the turn I think calldown is reasonable. He should have there also JT/87 or smt hands that he is potting whatever reason
