Reraise more preflop to around $0.55, you're deep with the coldcaller in position, no reason to make it so cheap at nl4 most people don't care.

As played on the flop bet way more like $0.75 with the plan to bet all the way for value on good cards.

As played the 9d turn is a pretty awful card which makes valuebetting somewhat thin against regulars, as they'd need to have called a 3bet with AK/KJ or AdQx in order for them to be able to call a turn bet on that scary a card. You need some reads against regs to play that turn correctly. Fish have plenty of bad Kx hands and random redraws in their ranges so it's a fine valuebetting spot still. Since he coldcalled a raise and then overcalled a 3bet I'd assume he's most likely a fish, but because you made it so small he might very well be a reg as well.

River is somewhat hard because the 9d turn helped so many hands and all the hands that picked up "showdown value" should try and check back there a lot. Some fish are capable of turning stuff like QT into a river bluff without realizing what they're doing tho or even try and valuebet AK just because you checked, so again reads would help. I don't hate the check/call for half pot since we don't need to be good that often but really after he bet smallish we should expect to be beat most of the time (fish spazzing out are more likely to make a retarded-looking bet).

      Hope it helps.
