      No idea what UTG is limping so my plan is to check call the flop. After he checks I bet my Ace and he calls. Now I am thinking he can have a weak Ace here, badly played 44, a random pair or a flush draw. I can't really put him on a 9 because although he seems quite bad but not too bad, I don't think he is limping 89 , T9 UTG. I don't like my bet on the river, I think check call would have been the right line. I think I have to call his min raise as he could maybe have a King or it's a chop.

      I agree with pretty much everything you said except the 9x thing, he can for sure have 9x sometimes and play it like that, whether he's a fish or a tagfish. He is limping from UTG after all, so he has to be bad in some ways.

      Agreed on the river check/call tho don't be surprised if you see 9x sometimes, like if he overbets it I'd start scrutinazing the pot odds. As played can't really fold to the minraise, if he ever has some busted draws or a show we have to call. The minraise usually isn't a bluff too often so we're probably behind a decent amount, doubt he does that with a K too often unless he's really bad.
