      I'd 3-bet bigger preflop, most likely around 4x.

      On the flop I probably wouldn't fold because the board is really dry and he's unknown. Could be he knows what he's doing and he's minraising the BU simply to get a better price on calling and pulling moves like that on dry boards, could be he's a fish just minraising there for the hell of it as a bluff or for information with a low pair. I'd call and see what happens on the turn. If you don't feel like you'll be able to play the next streets correctly by lack of information on the guy, there is nothing wrong with folding on the flop to prevent further mistakes until you get more information on villain.
