      Rising flop is good since you might want to balance some totally no-showdown value range e.g. bluffing range on such a board versus 2 guys.(I wanted to say in short: you got the supreme position to raise versus 2 opponents so your hand looks like ALWAYS like a T or 88 so he doesn't have any chances but fold most of his range that isn't good enough to continue-Tx or 88 or overpair.Sometimes people will fold a lot more like all overpairs probably so you are + EV only making the move of 3betting in such a position)Even if he calls because I don't think he will reraise there often(if he does you already know you are beat and won't waste more money into calling blank turns and rivers)you still have an overpair and showdown value.I expect him often to check turns OOP against you so you can think about either checking or betting the turn.By doing this you get much cheaper showdown against his range because he can cbet either with air or with AK/AQ which has 6 outs versus you.

      I would prefer 3-bet pf, once you call I guess raising flop is fine although I think there is also value just calling him down. And also if you don´t want to make calldowns when A or K comes then then flop raise is fine
