      If he's rarely folding preflop AND postflop it's ok to check yes. If he's never folding preflop and often folding postflop, you should still raise it. Just see it as making him call preflop just to steal his money later :p

      Postflop is okay because he's short. If he was full stacked, and assuming he's calling as many c-bets as I think he is, I might just barrel the turn to get rid of random overcards, and possibly bluff blank rivers as well to make him fold all his busted flushdraws. Higher variance, but hugely +ev if you do it against the right villain. It's the same "make him call to steal the money later" concept, but over all streets :p
