Hand converted with online PokerStrategy.com hand converter:

      Play hand

      $0.05/$0.1 No-Limit Hold'em (6 handed)

      Known players:
      BB:

      MP2:
      $15.96
      MP3 (Hero):
      $11.90
      CO:
      $10.62
      BU:
      $12.98
      SB:
      $7.73

      Preflop: Hero is MP3 with Q, Q.
MP2 folds, Hero raises to $0.35, 3 folds, BB raises to $1.30, Hero calls $0.95.

      Flop: ($2.65) A, 7, 8 (2 players)
BB bets $2.65, Hero calls $2.65.

      Turn: ($7.95) 4 (2 players)
BB bets $7.77, Hero folds, BB gets uncalled bet back.

      Final Pot: $7.95.

      Villain - 18/12/5.4% 3bet/FCbet: 75%/3.14AF (sample 179 hands)

I guess it should be either shove or fold on the flop?

5.4% isn´t really the nittiest player, so you can consider 4-betting there and calling shove, but if you think that then he´d only shove AK/QQ+ then call pf is also fine
I would likely played hand the same way. most of the times it is AK/AA that would want to protect your hand and you´re not ahead enough to call his turn shove
