TAGs are not the best targets, but they are easier prey than good short stacks when you play a short stack.

One of the main weapons of a TAG with a deep stack is to steal blinds from late position. The TAG threatens to use position and the ability to bet 3 streets to take a lot of pots or get paid off more. This means the TAG usually is not tight when opening on the button. People who open for 3 bb or more on the button with a wide range are good targets for resteals when you have 20 bb. Your 20 bb stack means the TAG can't bet big on 3 streets postflop, and when you resteal, you negate the positional advantage.

A good TAG will adjust to the presence of short stacks, perhaps by decreasing his raise size and tightening up against the short stack. Some will leave the table. Bad TAGs will not understand that you are exploiting him, and will not adjust to reduce your advantage.
