2006<\/span><\/b>，<\/span><\/b>UIGEA<\/span><\/b>投入使用<\/span><\/b>
\n<\/span>早在<\/span>2006<\/span>年，“非法线上博彩执行条例（<\/span>UIGEA<\/span>）”就开始在美国投入使用，当时就引发了扑克界的轰动。许多线上博彩公司因为这一法令而纷纷离开美国市场，他们都因为这个法令的尺度而感到不安，深怕一不小心就违反了此项法令。<\/span>
\n<\/span>即使是在美国本土，扑克界也起了不小的轰动。自从这一条令投入使用以来，<\/span>WPT<\/span>就因不断减少的税收而不断的提出抗议，尤其是电视台的收益也在过去几年稳步下降。<\/span><\/p>

<\/span>一开始就是大问题
\n<\/span><\/b><\/span>UIGEA<\/span>这一条令从一开始公布就在美国引发了一起规模不小的争议，从那个时候开始，就有许多人站出来强烈抗议，其中典型的代表就是<\/span> Barney Frank<\/span>。<\/span>
\n<\/span>从这一法令投票表决这点来看，提倡者现在也已经纷纷陷入进退两难的境遇。当时这一投票表决是跟“<\/span>2006<\/span>年社会安全法令（<\/span>SAFE Port Act)<\/span>）”绑定在一起的，后者是一项社会反恐的法令，主旨是为了加强全社会的安全建设。因此，大家的投票其实根本不是针对这项<\/span>UIGEA<\/span>而言的，大家只是针对对国家安全的考虑，尤其是<\/span>9.11<\/span>事件发生之后。<\/span><\/p>

<\/span>WTO<\/span><\/b>也不再安宁<\/span><\/b>
\n<\/span>博彩行业再也保持不下去沉默了，逐渐有许多组织站了出来，像是“欧洲博彩协会（<\/span>EGBA<\/span>）”。<\/span>EGBA<\/span>一直对欧洲方面的立场充满了怨言。基于这点，他们把自己的观点和抱怨一股脑的倾倒在“世界贸易组织（<\/span>WTO<\/span>）”里。<\/span><\/span><\/p>

尤其是美国与欧洲小型国家之间的冲突，安提瓜和巴布达通过媒体向公众表态，美国方面的<\/span>34<\/span>亿美元的赔偿根本远远不足以起到补偿的作用。最后，<\/span>WTO<\/span>宣布博彩行业每年可以从美国获得作为财政上的损失的<\/span>2100<\/span>万美元的补偿，不过安提瓜和巴布达方面还是不满意，他们已经作出了官方声明，这件事上他们将会为自己争取更公平的方案，并永不妥协。<\/span><\/span><\/p>

另一方面，欧盟的官员已经开始着手与美国官方人员进行磋商。最简单的方案就是欧盟方面从美国那边得到一定的补偿。当然，欧洲博彩行业并不会满足于这一协议。他们继续给欧洲委员会施压，促使他们尽快与美国方面谈判，看怎么解决这一矛盾。

\n会晤延期
\n<\/span><\/b><\/span>不过从目前看来，美国方面已经将预先安排在<\/span>8<\/span>月初的会晤延期，这是因为在过去几天关于过去一年内燃料问题的各种原因。美国代表优先选择解决这个问题，专家大胆猜测这一会晤会在<\/span>2008<\/span>年<\/span>11<\/span>月<\/span>4<\/span>日美国总统大选之后才会继续进行下去。<\/span><\/span> <\/p>\n","protected":false},"excerpt":{"rendered":"
