It may be illegal in theory but not in practice. Have you ever been fined for crossing the street when the light was red? Online gambling is still quite small in Asia.
Its illegal for Koreans to play in casinos and on line (except for 1 casino) but the way the law is set up they really cant charge anyone unless it is being done as, or out of a buisiness

I've actually had a written warning that went on record, so if caught doing it again there will be a fine, in Latvia.
