Set mining is essentially calling a raise preflop with a pocket pair to hope and hit a set. Usually people advice you to use the so-called "Call 20" rule here, meaning you have to be able to win twenty times the amount you have to call in order to be able to call preflop.

Let's say you have 100bb and a player with 100bb raises to 3bb in front of you. Now you can call here to set mine, because you only have to win 3 * 20 = 60bb to be able to call with your pair. Since you both have 100bb, you easily get the odds to call.

Now let's say the player who raises has only 40bb, but still raises to 3bb. You still have to be able to win 60bb from your opponent. But since he has only 40bb, that's not possible, meaning you cannot profitably call if all you want to do is set mine.

Note that there are pocket pairs that you can call with not just to set mine, but also because you might simply have the best hand. So this Call 20 rule does not always apply. However, it is a good starting point for trying to figure out when to call with the smaller pocket pairs, and when to just fold them if somebody raises.

The term set mining refers to a concept where a player (with a small to medium pocket pair) passively enters the pot preflop with the intention to hit a set on the flop. If he doesn't hit, he stays passive and usually folds to action. His goal is to see the flop with just about any pair, hoping to flop a set that will get paid off.

I think the probability of flopping a set is 1 out of 8 chances.

The exact chance of hitting a set on the flop is 11.8%. So yes, that is a chance of roughly 1 in 8.
