Usually this is quite close between flatting and shoving, because we play pretty well postflop vs a lot of minr/fold hands like K2o etc. But this guy seems to be opening a lot (small sample) so i'd say we should lean more towards shoving and getting calls from the hands he is raising where others are limping such as Q8, Q9, JT.

This. I think calling against this guy is not so good as we're giving him an opportunity to realise his equity with his wide opening range, and he's just giving us too much dead money with his raise range.
