If your site is not indexed in google there are 2 ways to add it
Auto: To w8 the google bot to check your web page and indexed it (backlinks, meta tags, counters, forum can only help you to be at higher position)
Manual: http://google.com/addurl
First way is much better, because there is a biggest chance your webpage to be indexed at a good position.
