BB: $6.81 (34.1 bb)
CO: $20.50 (102.5 bb)
BTN: $12.24 (61.2 bb)

Preflop: Hero is SB with K J
CO folds, BTN raises to $0.40, Hero calls $0.30, BB folds

Flop: ($1) 8 2 K (2 players)
Hero checks, BTN checks

Turn: ($1) 4 (2 players)
Hero bets $0.70, BTN calls $0.70

River: ($2.40) K (2 players)
Hero bets $1.40, BTN raises to $4.40, Hero calls $3.00

Preflop: Could call and bluff 3bet. I usually call if the BB is not aggressive.

Flop: Decided to check/call.

Turn: I probably have the best hand, so decided to bet.

River: Betting for value again, but then he decided to raise. I guess he would cbet the flop with all sets and Kx, so I'm not sure what does his raise mean. I decided to call.

BTN: 38/23/13 (VPIP/PFR/H)

He can have many Kx from BTN.

I would play it the same way. His river raise doesn´t make any sense to me - I don´t see any value hand to play this way

So, you agree with calling?

Yes. Look at how many weaker Kx he can have. Some players like to do that with smaller pair when the board pairs.

overall i think we can make really exploitative folds on the river facing raises as people aren't bluffing enough, I never expect the average player to do this with a buusted draw however, he can raise with worse

In this spot i don't think we can do anything else than call and take a note what he decided not to bet and if he decide not to raise pocket 4's on the turn

I also feel like we could consider potting or overbetting the turn or maybe even overbetting the river - not sure but on the river if he's got a bluff catcher then he may be incentivized to call as we 3bet alot of kings and two flush draws busted
