I check the flop in the expectation that many players IP and with the initiative will c-bet that flop with any 2. When Villain doesn't c-bet, I bet the turn partly on the basis that I need to start getting some money in the middle and partly because I expect Villain to think that many players in my position always bet the turn after Villain misses his c-bet. I think that the river A should be good for me, as Villain's range contains a lot of aces and even if he doesn't have one it's easy for him to rep. So I check with the intention of a raising a bet. I'm quite surprised that Villain doesn't bet with those cards, although on reflection he's probably reading me as having a PP, so if I've missed the board I can't beat TP and I fold to his bet and if I've hit the board I beat his hand, so he calculates that I fold weaker hands and call or raise stronger hands.
Would another line be better or is Villain just too cautious to extract more value from this situation?
