I was already wondering how you guys are speaking nonsense. But definitely a call here UTG vs MP, 4-betting makes QQ a bluff here and no worse hand is going to continue here
I don't understand how 4betting / shoving QQ vs. someone with 11% 3bet might be a mistake. OK this might be due to the low sample but obviously villain made impression to aggressive 3betor to hero.
If we call the 3bet OOP, how we continue on flop like 247, A high, K high?
And when you say "villain will continue" do you mean he is not calling weaker hand or he is not 4 betting weaker hand?

I think when UTG vs MP, he won't 5-bet any weaker hand here. Maybe not even AK, that might not even 3-bet in the first place.

You could paraphrase this as "How do I play the third best possible hand (QQ) OOP vs a 11% range?"
It should be a +EV call based on the strength of the hand vs the assumed (11%) range. Whether 4-betting is even better, I don't know. All I know is that I'm not wasting QQ on a 4-bet bluff vs an eleven percent guy.
I'm sure you can figure out how to play the given flops if you call (or you shouldn't call, you should fold or get it in, don't know which is best, just don't 4-bet with an amount that makes you fold to a 5-bet with 25-30% of your stack invested).
