I don't know, but I think "one pair+" we can make with 98o, T9o and JTo - they are 12*3= 36 combos; it is blocked 3JTo + 5 98o + 5 T9o = 13 combos; 36 - 13 = 23 combos. Is that right? Or there is something else?

Had it wrong too. But you can make with QJo a straight and so you have 12 more combos which are the suggested 35 combos.
