What are the odds or how often do both people hit the flop in a HU hand?

people usually hit the flop 1/3 of the time

But 'hit' is kind of a broad term. I assume you mean hit at least one pair?

Yes that's what I meant, or a strong draw worth betting aggressively I guess, too. But mainly, how often does each player pair the board.
