3bet SB vs CO

What do you think to this play. I had no imformation about the player what so ever it was zoom and 0 hands on villain Does a call have +EV Does a 3bet have +EV I dont like the call/check fold on missed flops, i think i would prefer to fold preflop, so that leaves me with a 3 bet or fold. The only thing about 3betting is its a dominated hand so when were called were not in great shape, saying that makes me think a fold is better.
