Should I pushed here preflop? And was the fold right?

I put him on Kx,Qx,Jx, possibly low aces too, because CO has 3BB left on the bubble, Id not expect players being too aggressive until he's gone.

I liked having TT in position, but the flop was completely garbage. Id say most of the time he hit K/J here and that fishy 1BB left me guessing if he simply hit nothing with Qx/Ax and wants me out for least risk possible or he hit his low kicker King or Jack. If that was not in this situation where 4th place has 3BB - I'd have went reraise to all in most likely trying to implicate that I have K.

I think shove preflop is optimal with a 3 BB opp left and you don't have to crack your brain about the postflop decision with such board.

I would push here for sure. No reason to get in a ugly ICM spot in the first place, because you need to consider a fold if the BB for example re-shoved on us and post-flop you could end in a awkward ICM spot as well.
