I would raise this OTF to protect our hand and to get value from weaker hands. Raising OTR is not fine since you will get calls only from better hands.

I think I know (even know period) what N is after. Sets are hard to come by. When you do, you want to win $10, not $3.75. This is not accomplished by calling three normal sized bets.
