If he is playing vs Fish then fish might have anything here some junk hands like 7-10 off or 6-9 off or any pokect small pair because they not fold anything if he have even small chanses to win so after calling flop and turn and check river fish checked with some 3rd pair or small pair even with A-J off he will be do that because fishes dont understand very well the concept of poker and he loves to see what you have and they all the time thinks that you are bluffing.

his hand is 88/99, he floated on the flop and just called waiting for the gutshot, which didnt complete on turn too, and villain checked on the river because his hand was weak to bet there, and he checked assuming he is better at showdown.
