He may has :4x::4x: . Raise pre-flop at SB , cont bet on flop and when he hit his set , he let him to bluff .

My guess: any hand with a 7. Most probably: A-7.
Villain raised with A-7 - because "all players would raise A-x" - a common belief among such players. No matter that 7 is a poor kicker... A-x is the powerhouse...
Then, Villain hits the "holy grail" in all poker novice books - top pair, top kicker ! Wow, this hand is invincible according to Villain's beliefs.
There are clues in the description. First, it is clearly said "Villain's better pair". So, it is a hand of 1 pair. And it must be either a 7 or an overpair, not very high overpair. Definitely lower than Q ! Why ? Because Hero used the turn to bluff that he had a str8.
Then, he tried to use the Q on the river as additional scary card.
It is clearly said in the description that the bluff starts on the turn, and that Hero was trying to make Villain fold his better pair.
So, Villain did NOT hit a Q on the river. He did not have a Q. He had a pair on the flop and stuck to it.
So, my guess stays at A-7.
I think he has a pair like 88 or higher...
With Turn and possible straight for us he only Calls
Same after River, where we might even have Higher Pair

Open raises preflop, strong enough.
On the flop contbets hoping hero will fold, on the turn calls, trying to hit his A or K later.
On the river just cant fold, because he is so upset, that he was so strong preflop and now beats air only. But still pushes call, because he can

I think fish has A4, he tried to bluff flop with CB but when he hit 4 on turn it was easier for him to check call, and he was right about hero bluffing and on tilt just not with cards he wanted to see 
A4, when he hit turn he slowed down, unfortunately for him he had weaker bluff then hero
