I have been playing Pokerstars and am pretty happy with the site, but I am considering moving my funds to another site. I will choose the site based on a few criteria:
(1) Lowest rake
(2) Excellent frequent player rewards
(3) Speed of filling up SnG
(4) Unique gaming options (Ex. Full Tilt matrixes)
Can anyone make a suggestion?
Honestly if you want to mostly play Sng's then stay at stars or go to Full Tilt. Unless Everest or one of the other sites I am not that familiar with are good iPoker sucks, Cake has little availability or selection but a site not sponsored here that has a loud mouth as it's main representative has very soft SNG's.

sure I can say something good about partypoker.
software is nice ( really fresh, table images, multitable options)
get offered lots of reload bonusses
vip-program is all right
most SnG video of pokerstrategy are made on partypoker
but the lowest limits has pretty high rake wouldn't play SnG's there below $ 11
but still think stars and ftp are better

Not really. They take rake out of the prize pool. They only have speed sit n gos. Smallest buy in level is $1. No don's at the lower levels if you like those. Multi table tourneys start at the $3 level. Competition is fairly weak at the lower levels though. And not a whole lot of choice at partypoker.
As others have mentioned give titan or mansion a try.

Stars is best place for you, lowest rake and sit and goes fill a lot faster, like you can play 20+ 100$ SnG's the same time if you really want.
Stick to Stars man. They are the biggest, nicest software, lowest rake, quick SNGs fill up, good VIP system. I have played on Stars, FT, Party and iPoker and nothing beats Stars. Its no coincidence they are the biggest card room.
