You got these $15 as part of a promotion that took place back in January for your first successful TaF referral. The actual winnings for this promotion had not been allotted earlier for technical reasons.
Also, saw somewhere one of the mods said that the TAF referred list was in real time. If this is true, I'm missing 2 friends I just got to sign up like half an hour ago. they used my link, I walked them through the make sure information sharing on pokerstars was on and everything!
