What do you think about calling this hand preflop? It's better to raise? I think that if i want to raise it's better a shove since my hand could be weak on some flops, and i'm playing it out of position.

If you raise preflop you are committed. Against these two players I would definitely shove TT preflop to avoid ugly postflop spots and playing oop.

This is indeed a perfect spot for a 3bet shove with your 23bb stack with a LAG that’s raising and a fish that defending in position with a lot of crappy hands.
