Can I raise for value on river? I was afraid he's having TJ/T7/T9/77/99/TT/JJ and playing call flop / raise turn line to get more $$ from me.

I think if you have them in the range of being capable to play T7 then you have to accept that all of the hands you mentioned are possible, I am with you and make a call on the river though.

flop and turn should be standard of course.
did you have any reads ? i tend to raise the river again tbh. just look at the board on the turn. if he has some kind of brain he would never cap a set or two pair here because it´s super obvious that you have a straight. i think you have a good raise against Q8 or maybe even a single 8
